Shujinko is a unique Kameo as his Kameo meter is empty at the start of the match. You charge his bar up by using Passing Time, which then allows him to use his other abilities.

Motaro is the final Kameo Fighter you’ll unlock by increasing your Account Level. Reach Level 25 to unlock Motaro in Mortal Kombat 1, complete with a look reminiscent of Mortal Kombat 3.
